Current vacancy is with the Health & Human Services Agency-Fiscal Operations and is located in Visalia. Position is scheduled to receive a 3% cost of living increase effective June 30, 2024. Typical Duties
Plan, organize, assign and review fiscal administrative services; review and act on or recommend solutions for management problems in directing fiscal, personnel, office service and general business activities; monitor and control budgetary, fiscal and grant programs; prepare and/or assist in the preparation of the budget; study unit operations and make changes to effect more efficient operation of programs; prepare and revise rules and fiscal procedure manuals; supervise, train, and instruct staff, and prepare performance evaluations; review programs for compliance with contract regulations; make or recommend changes in systems and procedures to maintain compliance with regulations and to improve delivery of service; confer with other counties, County departments, and State agencies and staff on a variety of administrative issues; attend a variety of meetings, conferences and trainings, and make presentations regarding budget and other matters; conduct special administrative and feasibility studies; prepare reports and a variety of correspondence; review current and new legislation and recommend appropriate procedural/policy improvements and changes.

Minimum QualificationsMinimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education/Experience : Equivalent to graduation from a four-year college with a major in Accounting, Public or Business Administration AND two (2) years of experience in fiscal administration that includes accounting responsibilities and program and systems implementation and monitoring, with at least one (1) year in a supervisory capacity.
Knowledge of: Principles of public and business administration; governmental functions, organization and accounting; fiscal and personnel management; principles and methods of supervision; public funding, budgetary preparation and control; office methods, systems, procedures, forms and equipment.
Skill/Ability to: Plan, assign and supervise the work of others; analyze data, regulations, procedures and requirements and develop alternative solutions to a variety of administrative problems; develop and achieve program goals; revise existing or develop and install new methods and procedures; work independently, and organize and prioritize work; read, comprehend, interpret and explain complex legal and technical documents, reports, rules, regulations and legislation; establish and maintain effective working relationships with a wide variety of individuals, groups and organizations; be flexible to changes in workload and work situations; communicate effectively with a wide variety of people of various educational and socioeconomic backgrounds; plan, prepare and effectively present material to groups; give and follow oral and written instructions; write clear and concise studies, reports and fiscal information using correct grammar.

Paid Holiday Leave : 12 set days and 1 personal holiday.
Vacation Accrual2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.
FLSA exempt employees accrue an additional 5 days of vacation per year.
Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.
Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.
Employees are covered by State Disability Insurance. The premium is paid by the employee.
Deferred Compensation : A voluntary deferred compensation plan is available.
